使い方
- まず上のコマンドで skill をインストールします。

- タスクが scope に一致したら skill を呼び出します。
- skill が使えない場合は手動フローにフォールバックします。

- SKILL.md の見出しから対象シナリオと境界を確認します。
- まず完全一致のキーワードを優先して探します。
- タグや owner 情報も見て、似た名前の skill を取り違えないようにします。
例外時の対応
- 関連セクションが見つからない場合は、先に要件を確認します。
- インストール失敗時はネットワークと権限を優先的に確認します。
- 能力不足なら実行可能な手動フォールバックを提示します。
